Thank you, Mr. Speaker. June 10th to the 16th is recognized as Senior Citizens Week in the Northwest Territories. Senior Citizens Week provides an excellent opportunity for people of all ages to celebrate with our seniors their lives, their accomplishments, wisdom and knowledge. It can be an exciting time to get the family and community together to be active with our elders and our older adults, such as taking them out for a tea or just going and doing a regular house visit and appreciating them for who they are.

Thank you, Mr. Speaker. I rise in this House to support this motion as well. First I want to thank Ms. Bisaro and Mr. Yakeleya for bringing this into the House for discussion and looking to making it a reality within our government here.
Too many times a lot of people just accept the decisions that are based from this government. In reality, our decisions that we make in the House are not always the best decisions. This gives an opportunity we are getting an independent review to make sure that there’s equality as well as transparency and fairness to the people that we represent in this House....

I guess with item one there, $105.7 million carry-over, a lot of my concerns are the same as my colleagues’ concern, whether we have enough resources in this territory to ensure that the money is being allocated for these infrastructure projects, that we do have enough adequate resources to see it through. I would like to possibly see a strategic plan developed that will allow this government to be more efficient in getting these dollars spent, and obviously it will create work in our communities and create jobs. Thank you, Mr. Speaker. I wanted to address a few different issues today, but seeing as I have only have two and a half minutes, I wanted to talk about a significant event that’s happening in Yellowknife this weekend. That’s the Relay for Life. The significance behind it is that it’s an important event that celebrates and remembers those that we have lost to cancer. In past years in Inuvik, I was fortunate enough to emcee the event the last two years in Inuvik, and participated in Yellowknife previously when I lived here.

I’d like to recognize Ms. Brenda McDonald, who is a constituent from Inuvik and also one of our great female Aboriginal leaders in the territory.
Thanks for the description on why these deficits have accrued. Knowing that, would the Minister look at putting those into the budget for the next year and the years following? It’s something that has been trending over the years and it’s not changing. If we put it into the budget, we wouldn’t have to be coming back for supps for future and it would give the authorities a little bit more breathing room, a little bit less stress knowing that they do have the funds to do their job and not be worried about going over budget and getting into that deficit.

Thank you, Mr. Chairman. It’s been a long day here. I’ll try to make these really brief and quick so that we can get into detail here. I just wanted to make some comments on the program review office, the good recommendations and the hard work that goes through there. It’s something that I don’t think we should take lightly within this government and start implementing some of those recommendations to make some of our departments more efficient, and spending the dollars that we do have wisely and with quality programs. Thank you, Madam Chair. My question is in regard to population health, the discrepancies between the amounts here in that line. In 2011-12 the main estimates were at $3.678 million. The revised estimates ended up being $6.391 million. I was wondering what the increase was, and then what was the justification behind making the ‘12-13 Main Estimates at $4.426 million. Thank you.
