Mr. Speaker, I've told the Minister this before, but these problems that we're encountering today in HR came from the various departments when he amalgamated HR, and I think it's incumbent upon the Minister to show the leadership and go back to the departments where the problems came from, and they exist in a number of departments and he knows which ones they are.
