We certainly can commit to doing that. I think as a government we’re convinced that chipseal is a good way to protect the surface of the road. It’s also a safety mechanism in terms of dust suppressant. We don’t know what it’s going to cost to do it in the Delta. We need to find that out. We don’t know if it’s going to stand up in terms of having it built in that area of the NWT. Those things are going to be taken into consideration. Mr. Speaker, the Member has raised the issue of the Dempster for quite a few years now. We have been working hard to address some of the issues in terms of reconstruction that was required for that portion of the road in the North. It is something that has been quite challenging as finances have been difficult to acquire over the last while. Mr. Speaker, we have put a lot of energy in bridges and upgrading our highways outside of the Deh Cho Bridge. The Deh Cho Bridge, of course, has received most of the attention, but we did a lot of work on the Bear River Bridge, for example, right to the point of where we’re ready to do construction. However, we failed to attract federal investment and the project was priced out of our budgeting ability.

We have, to date, I think, built 39 bridges, mostly in the Member’s riding, so we have put a lot of attention, and, of course, not all of it is recognized and given credit for, but we are...

Right now we still continue to work on some of the Mackenzie Valley bridges through the Building Canada funding. I think we are going to have to see the Deh Cho Bridge come to a conclusion and regroup to see and revisit the concept of P3 to see if that’s still something that the Members of this House would support. Failing that, I guess we would have to wait for the federal government to provide money to build the bridges.

Thank you, Mr. Speaker. The Premier has already outlined the scrutiny that this project has been under since inception. This motion that has been put forward by the Member is really a call for what already occurs. The Auditor General already conducts an audit of the Deh Cho Bridge Project through the consolidated financial statements. We as a department, as well as other departments, cooperate fully with the Office of the Auditor General as they perform this audit. In the past year we’ve already provided reports and other information requested by their office and will continue to do so.

Mr. Speaker, so the Member could sleep at night, we will assure him that all the projects are moving forward as we have projected and as we have reported to the Members with our capital planning over the last year and this year. We don’t anticipate any effect as a result of the Deh Cho Bridge. The projects that were carried over will move forward as soon as possible if conditions are permitting and the other contracts are already being considered for awarding too. In response to the comments, some of them being very serious allegations that there has been discrepancies that are not being dealt with, I certainly, as the Premier indicated, would appreciate if that information would be brought to my attention. I would believe that some of the pictures that he’s looking at, some of it we have in our own possession. There is no doubt some deficiencies that we are dealing with, some have been dealt with and some are scheduled to be resolved over the next little while and a scour rock is a deficiency that’s been noted, it hasn’t been paid...

Thank you, Mr. Chairman, for that opportunity. There certainly have been challenges with this project right from the get-go. There have been issues with contractors, challenges with the design that didn’t meet the code. The challenges have been ongoing and I’m not sure if this is what we expected in terms of scenarios. It’s certainly not the one we wanted to be in. However, having said that, we have right now a $15 million cost overrun that we have to accommodate and repay. Now we have to take on this onto our borrowing that will potentially have an impact on our borrowing limit.

The expectation will be that there is going to be a requirement for payment on the debt, which is interest plus principal and there’s also going to be O and M costs and that will roughly be around $8 million indexed on an annual basis. The equity payment to the Bridge Corporation is not something we have resolved yet, so we can’t give a firm number and the reason we don’t have up to date, today’s traffic volumes, is because we don’t have the 2010 information yet and that hasn’t been compiled. I suppose it’s possible to go through that exercise. Right now our calculations are based on the base amount of commercial traffic that comes through regardless of what the industry is requiring, especially the mines, which is fairly stable. We recognize that it’s probably down this year. We also measure the mine traffic which, again, fluctuates on a year-to-year basis, and we understand that number is down this year too.
