I believe there was an answer to the Member's previous question in the response that I provided. They wanted to know why it was $411 million, and I explained that was through the 28-year contract with NorthStar Infrastructure. I think that was self-explanatory.

The initial $175 million from the cost two years ago, since then obviously, the price to direct construction cost went up to $185 million. That is a $10 million difference. Maybe the prices of material and things have changed. I am not sure exactly what that $10 million is made up of, but I can get that information and provide that information to the Member.

Thank you, Mr. Speaker. I move, seconded by the honourable Member for Yellowknife South, that Bill 39, the Environmental Rights Act, be read for the second time. This bill takes steps to modernize and broaden the existing Environmental Rights Act. It updates language use in the current act to make it consistent with more recent legislation. It broadens existing rights under the act to request an investigation, prosecute an offence, and bring an action. The bill provides correspondingly broader protections for employees who engage in those and other processes.

This bill sets out the processes for establishing a protected area in the Northwest Territories. It sets out how to nominate a candidate area to be considered for protected area status. It also provides a mechanism for entering into established agreements with Indigenous governments or organizations for the management of a protected area.

The excerpts from the book that the Member refers to are from the public accounts of Canada. The data represents the three territories combined until 2003, when Yukon went through their devolution, and combined the Northwest Territories and Nunavut as of 2003 until 2014, when the Northwest Territories went through devolution. The Member has requested Northwest Territories royalties only. We can provide this table to 2017, but it will not match the production value table, because the data is an aggregate for the three territories over the same years.
