Mahsi, Mr. Speaker. And mahsi to the Minister for that. And I really hope they follow up with those departments through the Divisional Education Councils, that this is a very important step.
Mr. Speaker, it is daunting to say the least to sit on the DEA and not know the direction education is going as one sees the challenges students are having meeting the education levels. Has the department explained or engaged the DEAs as to the challenges students are facing and what the department is doing to address this issue? Mahsi.
Mahsi, Mr. Speaker. Mahsi to the Minister for that. Mr. Speaker, I'm not sure if social passing is introduced in the larger centres, but it is in the small communities. There is growing concern with the social passing system as this does not challenge the students to excel in their studies. It could be described as a system of complacency for both the student and the teacher. I could be totally wrong with this statement and perhaps stand to be corrected. But, it is what I am hearing.
Can the Minister explain how this social passing system came to be and if there any intentions to change this...
Mahsi, Mr. Speaker. Mr. Speaker, my Member's statement made reference to the local education bodies in our communities, the district education authorities, or DEAs as commonly known. There are typically new elections every three years. We could see a whole new slate of elected members.
Can the Minister explain how newly elected DEA members are oriented to their roles as new members? Mahsi.
Mahsi, Mr. Speaker. Mr. Speaker, given the upcoming festive season, I wanted to share a message regarding abstinence from alcohol and drugs. I wanted to relay a message about options should you continue and options to do other activities rather than turn to alcohol and drugs for enjoyment.
Mr. Speaker, when one chooses to party it up, whether they are single or in a relationship, and especially if they have children, there are significant effects to that decision. What we see from our communities and monthly RCMP crime reports is the escalating domestic violence and sexual assaults that plague...

Mahsi, Madam Chair. And mahsi to the Minister for that. I like her commitment there. But it's her commitment. I don't know if it'll actually happen, but I really hope that it will. I'll be watching these projects moving forward any ways to see that they're being done properly from the ground up.
You've got six – 15 units public housing. Is that the rental units, and what kind of retrofits are you planning for them? Mahsi.
So, that's good. So I'll just get to the nittygritty of I notice in Fort Providence here we got 21 units. They're major retrofits. Six are for HELP. I know they're home entrylevel units. Oh, by the way, I know some contractors would be eating steak every night now, I guess, but. But the HELP program, the home entry level Homeownership Entry Level, I think that's the program, isn't that just new housing that was turned over to some clients, and if so, why are we doing major retrofits on them so suddenly? Masi.

Mr. Speaker, the department's plan to implement communitybased models to promote selfmanagement of chronic diseases in creating new diabetic/dietician positions, or someone that looks after diabetes, can the Minister elaborate further on the department's plans for the positions and, specifically, into the small communities? Mahsi.
Mahsi, Mr. Speaker. Mr. Speaker, according to the Department of Health and Social Services business plan for 20212022, one of the key activities to address diabetes is to implement Primary Health Care Reform. The Minister stated in the House on February 9th, 2021 that the Deh Cho would begin to receive PHCR by December 2021. Can the Minister explain what the Primary Health Care Reform program is all about? Mahsi.
