Mr. Speaker, and mahsi to the Minister for that. The Minister, in email, states buildings should be set back a hundred feet from an ordinary high watermark. The ordinary high watermark at this small community has ever only gone over the boat dock. It has never, in history, crested the riverbank. If it ever does, and probably will never, then the whole community would be flooded. Why worry about what is on the riverbank and don't forget there are currently many buildings and establishments on top of riverbanks in every community up and down the valley.

Mahsi, Mr. Speaker. Mr. Speaker, I spoke at length of the relationship First Nations have with waterways and riverbanks. The small community of Kakisa has been denied access to a riverbank to build an arbor. Mind you, there is a new community hall that is built right next to the riverbank. There's a road marked on the community map by the GNWT, and that is right near and on top of the riverbank. The Indian Affairs branch has lands on the riverbank, and the community has built lookouts at these locations without being threatened of any legal action.

Mahsi, Mr. Speaker. And I thank the Minister for that answer. Mr. Speaker, I want to relay my personal experience while attending school at Sir John Franklin, more of a comment to the Minister.

Coming from a small centre, this was a humbling experience. There were music classes, photography classes, automotive, mechanics classes, carpentry classes, coupled with drama and the arts. There was quite a bit of action happening at the schools. I just can't quite recall but I think I took them all. There may be logistical challenges but I believe we can overcome and meet those challenges head on. And...

Mahsi, Mr. Speaker. I thank the Minister for that. I know he states there's handson experiences but I think shop centres and trade centres were built and developed for the larger centres and not necessarily the small centres. We really want to see some change to increase changes of students' success that could create a positive learning experience for them, then, you know, cost should not with be a stumbling block and waiting for decisions to be made others. I just reiterate again, will the Minister develop an action plan to initiate this initiative? Mahsi.

Mahsi, Mr. Speaker. Mr. Speaker, I would like to speak about an aspect of a young person's journey in education. It may very well encourage them in a career path.

As parents or educators, we always strive to get the best quality education for our young students so they can have success in life. Many will reach the biggest milestone of their young school life in obtaining their grade 12 graduate diploma. Mahsi, Mr. Speaker. Mr. Speaker, when there are problems with nurse practitioners or a nurseincharge, the health department sends you to speak to the Registered Nurses Association of the Northwest Territories and Nunavut. Although the department directs you to them, the department does not follow up with any issues of concern that was brought to their attention. They have basically washed their hands of any issues at health centres. This is a far cry from a health system that is measured, assessed, and publically reported on. Mahsi, Mr. Speaker. Mr. Speaker, my questions are related to my Member's statement in which I voiced displeasure with the health department ignoring our pleas for help in regards to ongoing issues at our health centres. And it could be for many other health centres in the small communities.

I'm trying to get a sense as to why there is no will from the health department to address our health centre issues and complaints. I ask the Premier to enlighten this House and the residents of the Northwest Territories as to the mandate of the Department of Health and Social Services. Mahsi.

Mahsi, Mr. Speaker. Mr. Speaker, I believe I brought up health centre concerns numerous times in emails, in Assembly meetings, and on the floor of the House. Mind you, these were all serious concerns having to do with misdiagnosis of ailments which most times were serious in nature with patients medevaced out to Yellowknife or Edmonton, many concerns with misdiagnosis of ailments and patients receiving wrong medications or placebos to tide them over, many instances of unprofessional conduct and concerns with confidentiality and patient records.
