Thank you, Mr. Speaker. Mr. Speaker, I know it's very uncomfortable to ask the government to buy someone cigarettes, but there are reasons for me asking. I wonder if the Minister could commit to, not cigarettes, but commit to allowing some allowance for individuals to get at least basic toiletries, toothpaste and things like that, for individuals who are completely indigent and have no supports left in the Northwest Territories that they could draw upon. One of the issues for long-term treatment where individuals may be taking various phases is that they're away from the NWT for long periods of time. I wonder if the Minister could tell me how individuals are covered insofar as medical or dental go while they're in treatment?

Marci cho, Mr. Speaker. Mr. Speaker, it is with a heavy heart I speak today about the passing of a young man, Jason Stephen Berens. While not related to Jason, I have strong ties with many of his family members, the Fabian, Berens, Russell, and Sanderson families.

Jason was born in Yellowknife on February 7, 1979, and sadly passed away on his 38th birthday. Jason is predeceased by his mother, Georgina Fabian, his grandparents, Albert and Rose Fabian, Billy Berens, Hervina Sanderson, and Joe Russell. The Minister speaks of the review on the land leasing policy hasn't occurred, I do believe he said, since 1999. There are some properties where the units have been on there since the 1980s, since the 1970s, and so on. Mainly since the 1970s would probably be the older units in our smaller communities. I would like to ask the Minister if he is prepared to look at what the original deal was, because many of the people who are leasing have indicated that that was their land to start with and they built their home on their own land and now they are paying the government for 10 per cent of the...

Thank you, Mr. Speaker. Mr. Speaker, I apologize to the Minister of Lands for not giving him a heads-up, but it's just a bit of a continuation of the honourable Member from Nahendeh. Mr. Speaker, I'd like to ask the Minister if this 10 per cent policy is a policy that is left over from the equity lease, where leases were paid out in full in 10 years? Thank you.

Thank you, Mr. Speaker. Mr. Speaker, my mother is 83 years old, and she lives in Hay River, and it is appropriate that Members are here from Hay River, who come from Hay River. Some of them may know my mom. She continues to be a strong leader in our family. I asked her if I could do the Member's statement. She said, "Make sure you talk about my sewing. I have been doing it for 75 years," so I thought I would mention that she had made all kinds of things, including slippers and card holders with Montreal Canadiens crests on them, for me. The honourable Member for Nahendeh talked about mill rates. In the municipalities where they charge mill rates, you get a service, curbs, water and sewer, piped systems, usually. What type of service does the GNWT charge to -- I can't think of the word that would constitute the 10 per cent being charged for the leases.
