Julian Morse

Member Frame Lake

Mr. Morse was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Frame Lake.

Mr. Morse grew up in Yellowknife and graduated from Sir John Franklin High School. He studied political science and economics in undergrad, has a diploma in environment and natural resources technology from Aurora College, and a master’s degree in conflict analysis & management from Royal Roads University.

Mr. Morse has a diverse professional background, including ten years’ experience working in the NWT’s regulatory system. He has worked as an environmental technician, policy analyst, executive director of an NGO, and constituency assistant at the Legislative Assembly. He has also worked a variety of trades and labour positions over the years, including a season working on the Snowking’s snow castle construction team. He is licensed to operate commercial watercraft, and worked as a zodiac driver and polar bear guard for an expedition cruise company in the summer.

His dedication to public service extended to a two-term tenure as a city councillor in Yellowknife, where he worked from 2015 to 2022. He served on the board of directors for the Yellowknife Housing Authority from 2021 to 2023.

In his spare time Julian enjoys various outdoor activities, and has extensively explored Great Slave Lake in his sailboat. He is an avid hunter, and has participated in expeditions for moose, caribou, and muskox across the varied landscapes of the Northwest Territories.

Prior to his political career, he contributed to the Boards of Folk on the Rocks and the Somba K'e Paddling Club.

Thank you, Mr. Speaker. Mr. Speaker, I keep hearing that word hopefully. Can we just get a commitment in place? This is a long time coming. It's a piece of legislation for a future Assembly. Let's get the work in place so that we're ready to bring it forward in the 21st. I think the problem that we've identified, a few of us in talking back and forth, has been, you know, when this Assembly came into place, we didn't have legislation ready to go right off the bat. Mr. Speaker, in June 2024, I spoke to and tabled the Greenland Economic Council report as an example of how economic analysis could be incorporated into strategy. Has the department considered how it could better incorporate such analysis into our new upcoming investment strategy? The question is for the Minister of ECE. Thank you.

Thank you, Mr. Speaker. Mr. Speaker, I appreciate the words of my colleagues and don't have a huge amount to add here, but I'll just share some of the words that I shared when I heard of Mr. Whitford's passing.

Thank you, Mr. Speaker. Mr. Speaker, my questions are also for the health Minister. I just wanted to ask some questions about her statement earlier today. She mentioned that additional schedules are currently being developed to formalize existing partnerships and processes with the Alberta government. Can the Minister elaborate on this? Is this going to help with interoperability between our system and theirs? Many of my constituents have raised concerns with having to translate reports between governments and the difficulties that they have with getting records for Alberta written in the NWT...

Mr. Speaker, in the past few days in response to my statements, I've had a few Ministers respond that the last thing we need is to burn up staff's time creating more strategies and reports that don't take us anywhere. We need to focus on actions. Mr. Speaker, I agree with that sentiment. So I want to clarify what I've been getting at in my statements about strategy, analysis, and planning.
