Julian Morse

Member Frame Lake

Mr. Morse was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Frame Lake.

Mr. Morse grew up in Yellowknife and graduated from Sir John Franklin High School. He studied political science and economics in undergrad, has a diploma in environment and natural resources technology from Aurora College, and a master’s degree in conflict analysis & management from Royal Roads University.

Mr. Morse has a diverse professional background, including ten years’ experience working in the NWT’s regulatory system. He has worked as an environmental technician, policy analyst, executive director of an NGO, and constituency assistant at the Legislative Assembly. He has also worked a variety of trades and labour positions over the years, including a season working on the Snowking’s snow castle construction team. He is licensed to operate commercial watercraft, and worked as a zodiac driver and polar bear guard for an expedition cruise company in the summer.

His dedication to public service extended to a two-term tenure as a city councillor in Yellowknife, where he worked from 2015 to 2022. He served on the board of directors for the Yellowknife Housing Authority from 2021 to 2023.

In his spare time Julian enjoys various outdoor activities, and has extensively explored Great Slave Lake in his sailboat. He is an avid hunter, and has participated in expeditions for moose, caribou, and muskox across the varied landscapes of the Northwest Territories.

Prior to his political career, he contributed to the Boards of Folk on the Rocks and the Somba K'e Paddling Club.

Thank you, Mr. Chair. And, certainly, if it's a confidential item, I am sure we could probably find a mechanism to get that to social development.

Lastly, on these programs, Mr. Chair, what can justice do to ensure appropriate and necessary interconnectedness between these programs and other services to ensure that the aims of the programs achieve their goals? So connecting them with mental health services, medical services, housing, etcetera. Thank you.

Thank you, Mr. Chair. That certainly is disappointing to hear. And I appreciate that the department is looking into what they can do in the short term. You know, I just -- that program is one that I've referred a number of constituents to and has helped out a lot of people that I've worked with. So I see it as an essential program so would very much support the department finding resources to use to ensure that that program continues. Thank you, Mr. Chair. So I appreciate that update from the Minister, and we'll just let my comments stand on how we're using EAs. But certainly I don't think EAs are a good place to figure out what your project is going to be. I think EAs are a good place to bring a project that is fully thought through so that you can proceed through that process in a timely manner. And I just want to put that little plug in there for my friends in the regulatory system, that projects that do come forward in that manner tend to proceed through the system quite quickly.

Thank you, Mr. Chair. And I appreciate that information from the Minister. And that certainly is a pretty significant amount of money for an environmental assessment. And I just note when you go on the review board's website, they have a very handy tracker on their new website that tells you how an EA is proceeding and gives you a breakout of time that is on the developer, so in this case the GNWT, time that is on the board, and time that is with the Minister. Now, the project hasn't been approved yet, so it hasn't gone to the Minister.

Thank you, Mr. Chair. Can you help us -- or can the Minister help us understand what it is we're losing with all of these cuts and who's going to be affected? Is it NGOs that are losing all this money? Are these projects that were completed and now they've been sunsetted but it's going to be okay? Because, yeah, it just seems like pretty significant reductions in an area where we certainly have no shortage of need. Thank you.
