Julian Morse

Member Frame Lake

Mr. Morse was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Frame Lake.

Mr. Morse grew up in Yellowknife and graduated from Sir John Franklin High School. He studied political science and economics in undergrad, has a diploma in environment and natural resources technology from Aurora College, and a master’s degree in conflict analysis & management from Royal Roads University.

Mr. Morse has a diverse professional background, including ten years’ experience working in the NWT’s regulatory system. He has worked as an environmental technician, policy analyst, executive director of an NGO, and constituency assistant at the Legislative Assembly. He has also worked a variety of trades and labour positions over the years, including a season working on the Snowking’s snow castle construction team. He is licensed to operate commercial watercraft, and worked as a zodiac driver and polar bear guard for an expedition cruise company in the summer.

His dedication to public service extended to a two-term tenure as a city councillor in Yellowknife, where he worked from 2015 to 2022. He served on the board of directors for the Yellowknife Housing Authority from 2021 to 2023.

In his spare time Julian enjoys various outdoor activities, and has extensively explored Great Slave Lake in his sailboat. He is an avid hunter, and has participated in expeditions for moose, caribou, and muskox across the varied landscapes of the Northwest Territories.

Prior to his political career, he contributed to the Boards of Folk on the Rocks and the Somba K'e Paddling Club.

Thank you, Mr. Speaker. Mr. Speaker, I would just note that in the government's response to the 2025 environmental audit, it very specifically says in there, in writing, that it is a strategy. I'm curious about this. And I guess I would just ask the question, what is the point of developing a vision if you don't have a strategy to implement it? Thank you.

Thank you, Mr. Speaker. Mr. Speaker, every year when we receive the operations budget, our finance department publishes an economic review which assesses the state of our economy against a framework of macroeconomic indicators. The 2025-2026 review was certainly concerning, speaking to a downturn in the diamond industry, challenges growing our workforce, and little success in achieving growth in other sectors.

Thank you, Mr. Speaker. Mr. Speaker, I understand that there's a desire among certain Members to respond swiftly to things like a report like this, and certainly there can be merit in doing that, but I also want to note that it's important to me to take the time to understand an issue fully, give appropriate weight to a decision as impactful as departmental restructuring or establishment of a new agency altogether. Just want to say, you know, yeah, it's definitely important. The department is putting resources into enforcement on the winter road. I think -- I don't need to emphasize the importance of caribou in the territory. And so this one is important to me, and I'm happy to see them making this investment. Thank you. Thank you, Mr. Chair. The first question I have is, we know that the 2023 Wildfire After-Action Review noted that more effective fire behaviour modeling software is needed. Is the department planning for wildfire modeling software upgrades to support the new fire centre's new coordination centre? Will that form part of the capital plan in future years, or is it part of the plan right now, or can the Minister give us some updates on that?

Thank you, Mr. Speaker. Mr. Speaker, this summer I received a request from a constituent to deal with an issue that seemed to pretty clearly fall under municipal jurisdiction. Someone was illegally dumping domestic garbage in a small wooded area about 10 metres off of one of Yellowknife's most densely populated neighbourhoods in my riding. MLAs often receive issues which fall under municipal purview, and I make sure to forward these issues on to city Council to handle. Thank you. And I wanted to similarly ask some questions about the Gordon Lake patrol station. So I'm just looking at the most recent mobile core Bathurst caribou management zone, and the patrol station is on there. It looks from the map that the patrol station is not on the main winter road route. I could be wrong about that. But is there talk of relocating the station to the winter road, or am I just simply mistaken?
