Shane Thompson was re-elected to the 20th Northwest Territories Legislative Assembly after serving in the 18th and 19th Assemblies representing the constituency of Nahendeh. Mr. Thompson is the Honorable Speaker of the 20th Northwest Territories Legislative Assembly.

Mr. Thompson was first elected to the 18th Assembly in November 2015 and served as Chair of the Standing Committee on Social Development. Mr. Thompson was also a member of the Standing Committee on Priorities and Planning, the Standing Committee on Rules and Procedures, and the Striking Committee.

Mr. Thompson was born on July 11, 1963, in Hay River. He has lived in Kugluktuk (Coppermine), Inuvik, Hay River, and in Edmonton, while at the University of Alberta. Fort Simpson has been his home since 1992.

Mr. Thompson previously served two terms (three years each) as an elected official with the Fort Simpson District Education Authority, spending the last four years as the chairperson. Over the past 35 years, he has served on various community and territorial boards.

Mr. Thompson was employed as the Senior Sport and Recreation Coordinator with Municipal and Community Affairs (GNWT) in the Deh Cho region before being elected as a Member.

Mr. Thompson completed the Community Recreation Leaders Program at Arctic College in 1989 and is currently working on a Masters Certificate on Evaluation at the University of Victoria and Carleton University. He also completed three years towards an Education degree at the University of Alberta.

Mr. Thompson is an active volunteer with Northern Youth Aboard, CBET and Fundamental Movement, and HIGH FIVE®. As well, he is a past member of the Sport North Federation Board, NWT Softball and of NWTRPA, and the past president of Seven Spruce Golf Course.

Mr. Thompson is the father of seven children - five daughters and two sons – and has nine grandchildren.

He has been a Justice of the Peace since 1991.

I thank the Premier for his answer. I appreciate the fact that you work in this operational needs out there; however, if we're developing business plans operational needs should be identified throughout the year. Mr. Speaker, my colleague from Tu Nedhe-Wiilideh asked the Minister of Human Resources to sit with Cabinet and develop a concrete of summer employment opportunities for post-secondary students. Will the Premier work with his colleagues to set the goal of 400 summer students for the 2017-2018 fiscal year? That would work out to about a cost of $4.5 million; money well spent, I figure.

Thank you, Mr. Speaker. Today, Mr. Speaker, I spoke about summer employment. Mr. Speaker, I'm going to try a different avenue with questions today; I'm going to ask the Premier what he can do. We've heard in this House that the Premier spent the last year encouraging his colleagues on Cabinet to hire more summer students. Mr. Speaker, can the Premier please advise the House how he's encouraging his colleagues to hire summer students? Thank you, Mr. Speaker.

Thank you Mr. Speaker. Mr. Speaker, on Thursday, October 27th, our colleague from Tu Nedhe-Wiilideh spoke about the importance of summer student employment. This past spring, I spoke about summer employment for our returning post-secondary students and the students that are graduating from our high school. Mr. Speaker, as a person that was born and raised in the NWT, I understand the importance of summer employment for the students. I'm not going to talk about the days that I was employed as a summer student because it kind of ages me, Mr. Speaker.

I guess my struggle is that the health centre, health cabin, whatever you want to call it, in Sambaa K’e, the one presently is owned by the community and they've used that as an opportunity for revenue themselves. In my conversations with the community, they were looking at a number of options. Has the department finally made a decision to move ahead and just build it, and does the Government of the Northwest Territories own it? Thank you, Mr. Chair.

Thank you, Mr. Speaker. Today I would like to speak about what the community of Jean Marie First Nations has done recently. This small community has really taken the initiative to become more energy efficient. The community has constructed a solar panel installation at the water treatment plant. This solar panel installation will generate approximately six kilowatt hours, which will offset 15 per cent of the plant's power consumption.

I thank the Minister for his answer. I'm just a little bit disappointed in hearing that it's a generic one and I appreciate we need to develop a territorial one, but when we're looking at the small communities we're trying to get them off diesel fuel. I mean, ultimately, we're trying to make it a better place for people and reduce costs. So will the Minister get his department or the corporation to look at that strategy and talk to the smaller communities so they can work on something that they can make use of their money to make it more cost-effective to live in their communities?

Mr. Speaker, as I was talking about in my Member’s statement and as I was saying in question period, there was a public meeting with the Power Corporation and they talked about their strategic plan for the communities and the power, and how we're going to generate it and make it specifically for the communities. So I guess my question to the Minister, can he please explain if, by developing this, did the corporation actually work with the communities to come up with their specific one or is this a generic one for the whole NWT?
