Shauna Morgan was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Yellowknife North.

Ms. Morgan was born and raised in Barrie, Ontario. Having called Yellowknife home for the past 15 years, she has embraced the dynamic, creative and eclectic lifestyle in Old Town near Great Slave Lake.

Ms. Morgan’s commitment to public service is evident in her two consecutive terms on Yellowknife City Council from 2015 to 2022. During this time, she held pivotal roles, including Deputy Mayor, Chair of the Community Energy Planning Committee, and Chair of the Community Advisory Board on Homelessness.

Ms. Morgan holds degrees in International Development (B.A. Hons) and International Affairs (M.A.), specializing in community economic and political development in remote and Indigenous communities globally. She worked with a grassroots cross-cultural peacebuilding movement in the Philippines from 2002 to 2003. Her master's research delved into negotiations between mineral exploration companies and First Nations in Canada, focusing on land access during the earliest stages of mineral exploration.

Over the past 15 years in Yellowknife, Ms. Morgan has prioritized work at the community level. Working with private consulting firms and a non-profit thinktank focused on clean energy, she served as a resource person to Indigenous governments and communities across the NWT. Her contributions ranged from planning renewable energy projects to housing initiatives, building cross-cultural environmental research and monitoring programs, and navigating the complexities of major resource extraction projects.

Ms. Morgan has drawn on her well-rounded skill set to diversify her professional pursuits. While serving as a City Councillor, she managed her own piano teaching studio, worked as an on-the-Land educator with Bushkids NWT, and contributed for many years as a full-time member of the Snow Castle construction crew and snow carving team. Additionally, she engaged in facilitation and consulting contracts.

Active in the arts community, Ms. Morgan provides piano accompaniment for Yellowknife’s Aurora Chorealis (adult community choir) and Fireweed Children’s Choir. She served as a Board member for the Yellowknife Women’s Society and a weekly volunteer with Food Rescue and has dedicated time to the Yellowknife Ski Club and Victim Services.

Ms. Morgan’s love for the land is palpable in her adventurous spirit. She enjoys a myriad of outdoor activities in the North across all seasons, from whitewater and flatwater canoe trips to hiking in Auyuittuq National Park and along the Canol Trail. Her passion extends to cycle touring, cross-country skiing, mountain biking, and hunting for moose and ducks with her partner.

Thank you, Mr. Chair. So I'm a bit confused whether the money here is to improve the current space that we're in or to relocate and find a whole different space to lease for the child and family services program. Can the Minister clarify.

Thank you, Mr. Speaker. Mr. Speaker, when I say the word economy, most people in the NWT think we're talking about mining, or some think economy is about where the money comes from. So, here, that's basically the government and how it spreads money and jobs around. But the word economy can also mean how wisely we manage the resources we have. I'm curious to know -- and this might also apply to the child and family services program space improvements that we're making where it looks like we're also leasing that space. So as the lessee, we're going to be paying for these improvements, but if we decide to no longer use that space in the future, you know, the lease ends or something, I assume that the landlord just sort of gets to keep the improvements? I secondly wanted to ask, the improvements to be made to the Yellowknife primary care centre, I assume that that is -- we're talking about the Liwego'ati building, but the Minister can correct me if that is not correct. So I thought that it was just last year that primary care moved into that building. Thank you, Madam Chair. Can the Minister commit to ensuring that the power corporation has a comprehensive costed asset management plan that, you know, has realistic assessments of the condition of all of the assets, what should be the cost for regular maintenance to keep them in as best working condition as we can, and then what the costs will be to ensure that they're repaired in a timely manner and then ultimately replaced. I understand there's work ongoing, some new policies around modernizing the operations -- or management of the power corporation. I wonder if the Minister can explain...

Okay. Thank you, Madam Chair. The Minister also spoke at length in her answer about challenges with low water and resiliency in the North Slave in particular. I wonder if this might be too much to hope for at a moment's notice, but there's also been a lot of extra costs in the South Slave around the Taltson repairs and extended repairs and having to burn diesel even in the South Slave or the Taltson system. Does the Minister have any breakdown of how much of this $12 million might be due to costs of extra diesel in the North Slave versus the South Slave? Thank you, Madam Chair.

Thank you Mr. Speaker, just on that specific point about waitlists or cancellation lists, I think there may be some confusion about this, and I would ask the Minister to try to clarify this, because I've heard directly from primary care physicians, practitioners, as of a few weeks ago that there is in fact no cancellation list, there's no waiting list, and we don't have any mechanism for trying to fill spots that are open on a same-day basis so I would very much appreciate if the Minister could clarify even what's currently happening in Yellowknife Primary Care and then what's being done to...

I wanted to ask the Minister of Health and Social Services about the issue of no-shows for health care appointments, which has been a problem for a number of years, and I know it's a frustration both for patients who can't get into the system and for practitioners who are wasting their time or wasting our resources when we could have practitioners seeing patients.
