Vince McKay was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Hay River South. Mr. McKay was elected to the Executive Council of the 20th Assembly.

Mr. McKay was born on September 17, 1977, in the picturesque town of Hay River.

With a career spanning an impressive 26 years with the Government of the Northwest Territories (GNWT). Mr. McKay began his journey as a Corrections Officer, steadily climbing the ranks to become a trusted Corrections Supervisor. His leadership acumen led him to the esteemed position of Deputy Warden and eventually to the Directorship of the Investigations and Standards Office (ISO). In each role he demonstrated an unwavering commitment to justice, fairness, and the betterment of his community.

Mr. McKay’s dedication to the safety and well-being of Hay River residents extends to his 30-year tenure with the Hay River Fire Department. His legacy is further solidified by his ownership and operation of Westech Fire and Safety since 1999, showcasing his entrepreneurial spirit and commitment to the highest standards of safety.

In the realm of civic duty, Mr. McKay has been an integral part of the Hay River Town Council for an impressive 15 years. His tenure has been marked by a steadfast focus on community development, thoughtful governance, and a genuine concern for the welfare of his fellow citizens. His impact on the town council has left an indelible mark, earning him respect and admiration from colleagues and constituents alike.

Family lies at the heart of Mr. McKay’s life, with his wife, Barbara, and two children. Together, they form a united front that has weathered the challenges of a life devoted to public service.

Away from the rigors of his professional life, Mr. McKay finds solace and joy in a myriad of hobbies. An avid sports enthusiast, he can be found on the ice, or navigating the fairways with a golf club in hand. His love for the great outdoors is evident in his passion for camping, fishing, boating, and playing softball—activities that provide a well-deserved respite from the demands of his roles.

You know, with the anticipated afteraction review coming in, the departments have already aligned a working group that is already set up to start actioning some of this stuff. So the working group is already being formed to work on the afteraction review. Thank you, Mr. Chair.

Yes, thank you, Mr. Chair. And no question this is tough work, and a lot of it, you know, again is volunteerism. Like any other NGO, I believe there's programs out there that they can, you know, try to attract and maybe support themselves, and I think there's a few departments that have funds available that could potentially be useful to that NGO. But right now, a lot of the funds that we have are available for local governments when they go to stand up in a ground search and rescue incident and get things going. Thank you, Mr. Chair.

Thank you, Mr. Speaker. The funding formula is not 100 percent, and it's never been 100 percent. So it's up to municipalities to raise money through revenues in order to provide further infrastructure issues. Thank you, Mr. Speaker.

As the Minister responsible for Municipal and Community Affairs, I would like to say yes for every community with that same issue throughout the Northwest Territories, but the reality is that I'm sure, he's well aware, we're all fighting for funds over here on this side of the House for every department, and there's a lot of questions for department of health where they need the money, and I'm also asking for some funds also to try to increase funding to communities. But we'll just see how that goes. Thank you, Mr. Speaker.

Thank you, Mr. Speaker. Municipal and Community Affairs distributes $110 million for all the municipalities. That includes the CPI funding that they receive. The money that they have, MACA doesn't tell them how to spend their money for their projects. It's how they want to utilize it for some of their infrastructure. We all know infrastructure costs have been going up. And that one has too. It's been all over the news, and they have received, I think, about $28 million of federal funding for some of that project on top of the CPI money that the GNWT provides. Thank you, Mr. Speaker. The Department of Municipal and Community Affairs supports local governments in establishing and utilizing their municipal bylaws for dogs in the communities. But I'm not too familiar with the Dog Act as it was raised here, so I'll have to get back to the Member with an answer for his question. Thank you.
