The Guiding Principles and Process Conventions of the Legislative Assembly of the Northwest Territories are not formal rules. They set out how consensus government is expected to function and why. The guiding principles set out the values key to consensus government. These principles include collaboration, respect, transparency, and early engagement. They stress the importance of Members working collectively in the public interest. In the absence of political parties, these principles help to shape behaviour and decision-making by encouraging open communication, trust, and dialogue among all Members.
Members agree to these conventions, which outline how the Assembly operates, including the roles of Regular Members, Cabinet, and committees in advancing priorities, legislation, and policy. They describe how decisions are developed through consultation and committee review. They stress the importance of involving Members early and avoiding surprises. These Guiding Principles and Process Conventions do not replace any laws or the Rules of the Northwest Territories Assembly. They provide a practical guide to how the Assembly works, supports accountability, and maintains a cooperative approach to governance. They are reviewed by Members every Assembly and can be changed or updated.
