Julian Morse

Member Frame Lake

Mr. Morse was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Frame Lake.

Mr. Morse grew up in Yellowknife and graduated from Sir John Franklin High School. He studied political science and economics in undergrad, has a diploma in environment and natural resources technology from Aurora College, and a master’s degree in conflict analysis & management from Royal Roads University.

Mr. Morse has a diverse professional background, including ten years’ experience working in the NWT’s regulatory system. He has worked as an environmental technician, policy analyst, executive director of an NGO, and constituency assistant at the Legislative Assembly. He has also worked a variety of trades and labour positions over the years, including a season working on the Snowking’s snow castle construction team. He is licensed to operate commercial watercraft, and worked as a zodiac driver and polar bear guard for an expedition cruise company in the summer.

His dedication to public service extended to a two-term tenure as a city councillor in Yellowknife, where he worked from 2015 to 2022. He served on the board of directors for the Yellowknife Housing Authority from 2021 to 2023.

In his spare time Julian enjoys various outdoor activities, and has extensively explored Great Slave Lake in his sailboat. He is an avid hunter, and has participated in expeditions for moose, caribou, and muskox across the varied landscapes of the Northwest Territories.

Prior to his political career, he contributed to the Boards of Folk on the Rocks and the Somba K'e Paddling Club.

Is the Minister aware of whether we've looked into the possibility of expanding any of the reservoirs in the North Slave region to better adapt to the low water levels that we've been seeing over the past number of years? And yeah, it's really not so much reporting on the funding agreement itself but just the outcomes that are being achieved through the funding. My next question is, in some questions earlier this week, or last week -- weeks are all blending together, Mr. Chair -- we talked -- the Minister, in one of her answers, spoke to the Snare stabilization project. She may be able to correct me on the terminology for that, but can the Minister speak to that project. And the line of questioning was about some smaller projects. Thank you, Mr. Chair. And so back to the data collection issue, I mean, I guess I would just -- yeah, I look forward to seeing the report that was produced. Generally speaking, I am just hoping to see if we can point to local successes of these programs and, most importantly, just track whether the programs are having success, whether anything about them needs to change, whether we need to resource them differently. That's all information that will help us decision-makers make better, informed decisions.

For the gun and gang strategy, can the Minister provide an update on how this funding has meaningfully addressed violence in the NWT. So are there metrics that are being tracked with relation to this strategy to determine whether it's successful.

Lastly, on these programs, Mr. Chair, what can justice do to ensure appropriate and necessary interconnectedness between these programs and other services to ensure that the aims of the programs achieve their goals? So connecting them with mental health services, medical services, housing, etcetera. Thank you.

Thank you, Mr. Chair. That certainly is disappointing to hear. And I appreciate that the department is looking into what they can do in the short term. You know, I just -- that program is one that I've referred a number of constituents to and has helped out a lot of people that I've worked with. So I see it as an essential program so would very much support the department finding resources to use to ensure that that program continues. Thank you, Mr. Chair. So I appreciate that update from the Minister, and we'll just let my comments stand on how we're using EAs. But certainly I don't think EAs are a good place to figure out what your project is going to be. I think EAs are a good place to bring a project that is fully thought through so that you can proceed through that process in a timely manner. And I just want to put that little plug in there for my friends in the regulatory system, that projects that do come forward in that manner tend to proceed through the system quite quickly.
