Julian Morse

Member Frame Lake

Mr. Morse was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Frame Lake.

Mr. Morse grew up in Yellowknife and graduated from Sir John Franklin High School. He studied political science and economics in undergrad, has a diploma in environment and natural resources technology from Aurora College, and a master’s degree in conflict analysis & management from Royal Roads University.

Mr. Morse has a diverse professional background, including ten years’ experience working in the NWT’s regulatory system. He has worked as an environmental technician, policy analyst, executive director of an NGO, and constituency assistant at the Legislative Assembly. He has also worked a variety of trades and labour positions over the years, including a season working on the Snowking’s snow castle construction team. He is licensed to operate commercial watercraft, and worked as a zodiac driver and polar bear guard for an expedition cruise company in the summer.

His dedication to public service extended to a two-term tenure as a city councillor in Yellowknife, where he worked from 2015 to 2022. He served on the board of directors for the Yellowknife Housing Authority from 2021 to 2023.

In his spare time Julian enjoys various outdoor activities, and has extensively explored Great Slave Lake in his sailboat. He is an avid hunter, and has participated in expeditions for moose, caribou, and muskox across the varied landscapes of the Northwest Territories.

Prior to his political career, he contributed to the Boards of Folk on the Rocks and the Somba K'e Paddling Club.

Thank you, Mr. Speaker. The Minister kind of got to my next question which was to be the question of the success of the program. So, considering it's been successful, it sounds like, can the Minister describe the adjustments that are being made to make it more accessible? Thank you.

So I guess I would just ask again, and maybe some better clarification could be given, about the $50 million a year deficit that I was under the impression we were in. Thank you, Mr. Speaker. Mr. Speaker, my questions are for the Minister of ITI.

Mr. Speaker, in their response to the Standing Committee on Economic Development and Environment's report on the regulatory framework, they mentioned an NWT regulatory web page that they'd be establishing. Can the Minister provide more information on this initiative, and can she give us an idea of when this initiative will launch? Thank you.

There you go, thank you, Madam Chair. I just quickly wanted to ask, to put it simply, why we're operating the Hay River Fish Plant, the newly opened fish plant, with a supplementary estimate. That's my first question.

Thank you, Madam Chair. Is the Minister aware of any data that the department -- I know that the department of ECC collects data on changes in water levels throughout the NWT. Is there anything indicating that the current low water levels have any chance of changing over time? What I'm asking is should we be expecting that this problem is going to continue?

The first question I have on this one is, is any percentage of this $12 million needed to be required because of the acquisition of infrastructure associated with the takeover of Hay River infrastructure by NTPC from Atco? Thank you.

I guess one of the questions I would ask, I mean, it seems like our need for added capacity for fire management is growing. What are we doing to, you know, look at our base amount of funding that we get from the federal government and whether that is adequate to cover this cost?
