Vince McKay was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Hay River South. Mr. McKay was elected to the Executive Council of the 20th Assembly.

Mr. McKay was born on September 17, 1977, in the picturesque town of Hay River.

With a career spanning an impressive 26 years with the Government of the Northwest Territories (GNWT). Mr. McKay began his journey as a Corrections Officer, steadily climbing the ranks to become a trusted Corrections Supervisor. His leadership acumen led him to the esteemed position of Deputy Warden and eventually to the Directorship of the Investigations and Standards Office (ISO). In each role he demonstrated an unwavering commitment to justice, fairness, and the betterment of his community.

Mr. McKay’s dedication to the safety and well-being of Hay River residents extends to his 30-year tenure with the Hay River Fire Department. His legacy is further solidified by his ownership and operation of Westech Fire and Safety since 1999, showcasing his entrepreneurial spirit and commitment to the highest standards of safety.

In the realm of civic duty, Mr. McKay has been an integral part of the Hay River Town Council for an impressive 15 years. His tenure has been marked by a steadfast focus on community development, thoughtful governance, and a genuine concern for the welfare of his fellow citizens. His impact on the town council has left an indelible mark, earning him respect and admiration from colleagues and constituents alike.

Family lies at the heart of Mr. McKay’s life, with his wife, Barbara, and two children. Together, they form a united front that has weathered the challenges of a life devoted to public service.

Away from the rigors of his professional life, Mr. McKay finds solace and joy in a myriad of hobbies. An avid sports enthusiast, he can be found on the ice, or navigating the fairways with a golf club in hand. His love for the great outdoors is evident in his passion for camping, fishing, boating, and playing softball—activities that provide a well-deserved respite from the demands of his roles.

So if everything works out here, there will be an increase to training funds for communities for emergency services and part of that the ability to use that for first aid training in the communities and that can be arranged, you know, with the community so that they can train local people to do first aid and, hopefully, at some point being able to use those individuals to be part of this pre-facility transport. Thank you.

Yeah, thank you, Mr. Chair. So that thought was given, but this is part of implementing the recommendations of the after-action review. There's already people doing some of this work off the side of their desks, and it's to essentially give this priority -- or give this a priority to implement the after-action review. Yeah, thank you, Mr. Chair. So part of this is the whole picture of operating the fleet management. You know, so part of this is also installing programs to monitor our fleet, you know, usage of vehicles, wear and tear, location of vehicles. So this all relates to the whole big picture of fleet management. These positions will help coordinate all this and help operate the whole fleet management program throughout the Northwest Territories. Thank you.

Thank you, Mr. Chair. So it was for a bit, but -- so a lot of this is related to the community operations. This was a position that had been there for a while. Communities are responsible for operating their own water treatment plants and utilidors, and this position was there. So this is part of our fiscal sustainability and our reductions, and this one was vacant. So they have somebody that does it, and this position was there, so we cut this position. But our goal, obviously, is to try to get these positions out to the communities or out to the regions. You know, we do have -- in Hay River, we have a couple positions that are -- as part of like MTS and stuff like that. So, you know, we're definitely trying. It's sometimes not always easy to attract these positions, and it's not always easy just to move them. So maybe I will just get the deputy minister to elaborate a little more. Thank you, Mr. Chair.

Yeah, thank you, Mr. Chair. So the goal is to save money and, you know, at the end of the day what we're trying to do is have a better management of our fleet and our operations and, you know, basically know where our fleet is, the age of the fleet, the maintenance of it, the required maintenance, the locations, and everything else. But it's also, you know, being able to check the lifecycles, making sure that we're utilizing our fleet in its proper means, and basically the type of equipment and everything like that.
