Jane Weyallon Armstrong a été élue députée de la circonscription de Monfwi à la 20e Assemblée législative des Territoires du Nord-Ouest. Jane Weyallon Armstrong a été élue à la 19e Assemblée lors d’une élection partielle pour représenter la circonscription de Monfwi. 

Elle est née à Fort Rae, aux Territoires du Nord-Ouest. Résidant actuellement à Behchoko, aux Territoires du Nord-Ouest, son parcours a laissé une trace indélébile dans sa collectivité. 

Ayant été présidente de l’Association des femmes autochtones de 2019 à 2021, Jane Weyallon Armstrong a collaboré avec les membres du conseil d’administration sur le rapport final de l’Enquête nationale sur les femmes et les filles autochtones disparues et assassinées. Son engagement pour la cause a joué un rôle majeur dans la résolution de problèmes cruciaux. 

La riche participation de Jane Weyallon Armstrong à la gouvernance de la collectivité comprend des rôles tels que conseillère à l’administration communautaire de Behchoko (2009-2013, 2017-2021, juin et juillet 2021) et membre de l’assemblée du gouvernement tłı̨chǫ (gouvernement de consensus) de 2009 à 2013. En outre, elle a siégé à l’Office d’examen des répercussions environnementales de la vallée du Mackenzie de 2020 à 2021. 

Avec une carrière de plus de 25 ans au Conseil scolaire de division des Dogrib (aujourd’hui l’Agence de services communautaires tłįchǫ), Jane Weyallon Armstrong a eu une incidence positive sur la vie d’élèves du secondaire issus de diverses collectivités. Ses fonctions de directrice de résidence, puis de coordonnatrice, d’agente de liaison et de responsable des services aux étudiants et d’aide à la transition après les études ont mis en évidence son dévouement à l’éducation et au développement de la collectivité. 

Jane Weyallon Armstrong a fait ses études secondaires à l’École Sir John Franklin à Yellowknife, et résidait à l’Akaitcho Hall. Elle a décroché un baccalauréat ès arts avec une majeure en politique et une mineure en études autochtones à l’université de la Saskatchewan. En 1994, elle a obtenu un diplôme de travailleuse sociale au Collège Aurora, au Campus Thebacha, et en 1992, un diplôme d’assistante sociale auprès des enfants et des jeunes au Mount Royal College. Jane Weyallon Armstrong a élevé sa fille avec son conjoint et se réjouit aujourd’hui d’être la fière grand-mère d’un petit-fils. Elle s’intéresse à la couture et à la lecture et participe à diverses activités culturelles. Son engagement de longue date en tant que bénévole pour des événements de collecte de fonds et des sorties scolaires souligne son dévouement pour le bien-être de la collectivité.

Thank you, Mr. Speaker. Mr. Speaker, I know the Minister is new to the position, but the stats are still there. So this question, the last government in the 19th Assembly gathered $60 million from the coinvestment fund, $85 million from CIRNAC to build 100 new homes. Can the Minister confirm that 100 new units have been fully constructed and completed?

I hope it's going to be completed in Gameti because of that all depends on the ice road.

So, Mr. Speaker, when looking at Housing NWT capital planning documents over the last five years, there have been no plans to put new units or renovate units in Wekweeti. Will the Minister commit to putting a new unit into Wekweeti? Thank you.

Thank you, Mr. Speaker. Mr. Speaker, when looking at previous capital estimate plans for the Tlicho region, Housing NWT had planned to retrofit two units in Gameti and two units in Whati between 2022. Can the Minister confirm whether those retrofits have been completed? Thank you.

Mahsi, Mr. Speaker. Mr. Speaker, [Translation] so at this time I'd like to talk about housing. There are not that many houses throughout our community so at this time I would like to ask to talk about housing. [Translation ends]

Mr. Speaker, we know that Indigenous people in Canada are 11 times more likely to be homeless than nonIndigenous people. We know the majority of homeless people on the streets in Yellowknife are from Behchoko.

Mr. Speaker, the Tlicho region has over 200 people on the waitlist. We know that the Tlicho region, 18.37 percent of homes are overcrowded with six or more people...

Thank you, Mr. Speaker. And well that is good news to hear. That's what the previous Ministers have said. And I still recently, I forward her a letter letters from my constituents, the elders, who are in that situation where they have to pay $1,000, which many of them are saying that they cannot afford, the 10 percent required for repair program, and I just recently send her some. And there are deadline attached to those. So can the Minister allow the 10 percent equity in the seniors repair program to be paid in installment by clients, because it is still in place. Thank you.

So right now the Housing NWT repair programs require seniors to contribute 10 percent of repair costs if they earn $59,000 or more. Would the Minister commit to reviewing the income threshold for the repair program? Thank you.

So can the Minister explain what happens to elders, especially those elders who are living on fixed income who are in arrears with Housing NWT, what happens to those elders when their files are handed over to the rental officer?
