Shane Thompson a été réélu à la 20e Assemblée législative des Territoires du Nord-Ouest après avoir siégé aux 18e et 19e Assemblées, représentant la circonscription de Nahendeh. M. Thompson est l'honorable président de la 20e Assemblée législative des Territoires du Nord-Ouest.

M. Thompson a été élu pour la première fois à la 18e Assemblée en novembre 2015 et a présidé le Comité permanent des affaires sociales. Il a également fait partie du Comité permanent des priorités et de la planification, du Comité permanent des règles et des procédures et du Comité de sélection.

M. Thompson est né le 11 juillet 1963 à Hay River. Après avoir vécu à Kugluktuk (Coppermine), à Inuvik, à Hay River et à Edmonton (au cours de ses études à l’Université de l’Alberta), il s’est établi à Fort Simpson en 1992.

M. Thompson a précédemment été, pendant deux mandats de trois ans chacun, administrateur élu au sein de l’Administration scolaire de district de Fort Simpson, exerçant le rôle de président durant les quatre dernières années. Au cours des 35 dernières années, il a siégé à divers conseils communautaires et territoriaux.

Avant d’être élu député, M. Thompson travaillait comme coordonnateur principal des sports et des loisirs au ministère des Affaires municipales et communautaires du gouvernement des TNO, dans la région du Dehcho.

M. Thompson a été diplômé du programme de leaders en loisirs communautaires du Collège de l’Arctique en 1989, et il suit actuellement un programme de certificat de maîtrise en évaluation à l’Université de Victoria et à l’Université Carleton. Il a également fait trois ans d’études pour obtenir un diplôme en éducation à l’Université de l’Alberta.

M. Thompson est un bénévole actif pour Northern Youth Abroad, la CBET et Fundamental Movement, ainsi que HIGH FIVEMD. De même, il a été membre du conseil d’administration de la Fédération sportive du Nord, de l’Association de balle molle des TNO et de l’Association des parcs et des loisirs des TNO, ainsi que président du terrain de golf Seven Spruce.

M. Thompson est père de sept enfants – cinq filles et deux fils – et a neuf petits-enfants.

Il est juge de paix depuis 1991.

Member’s Statement on Nahanni Butte Wildfire Evacuation

Thank you, Mr. Speaker. Mr. Speaker, on September 7th, while on a regional tour, I was travelling into the communities of Nahanni Butte. Arriving into the community, the weather was good. During our visit, the wind shifted and started to pick up. By the end of the day, we witnessed smoke and some ashes start to engulf the community.

I thank the Minister for both answers. It is unfortunate. I have had concerns from our residents saying that we have hunters using their cabins, and that is unfortunate. I respect that they do not have jurisdiction on it. I could probably answer this question as well, but I am going to ask the Minister anyway. What are the department officers able to do when they are out there and they see people under the influence, whether it is on the road or in boats? What is their role? What can they do to address this issue?

Thank you, Mr. Speaker. Mr. Speaker, we all know we’re in the hunting season. Right now, the residents of Nahendeh have seen a large influx of out-of-town hunters around on the roads and in the river. Unfortunately, we’re not seeing the wildlife officers out there or if they’re out there, we’re not seeing them right now. People are concerned about that because we’re not sure if these hunters have valid hunter’s licenses and are following the rules. Question 915-18(2): Emergency Response Systems in Nahanni Butte

I thank the Minister for that answer. I think the community will be happy to at least get some of their costs back, and I greatly appreciate it. In normal situations, Fort Simpson is the location where people get located to. Unfortunately the community, with the ferry and that, decided to go to Fort Liard. Fort Liard did a great job, but will the department be looking at getting the community of Fort Liard better prepared for future situations so that they can actually evacuate to Fort Liard instead of Fort Simpson, which has to rely on a ferry system?

Question 904-18(2): Fort Liard River Crossing Load Restrictions

Thank you, Mr. Speaker. Mr. Speaker, on September 21st the Department of Infrastructure released a public announcement saying that on Friday, September 22, 2017, load restrictions would be affected for the Liard River crossing due to low water levels. In the release, it stated that loads will be restricted to no more than 64,000 kilograms and service would be interrupted if conditions deteriorate. Thank you, Mr. Chair. I'd like to thank the department and the government for actually moving on junior kindergarten upgrades to this coming fiscal year. I think it's very smart on the department's behalf, and I greatly thank them for listening to our concerns. Again, it's about safety for our youth, and I know the department and the Minister have been very committed to that, so I appreciate the fact that we're moving these capital projects forward. Member's Statement on Northern Youth Abroad Program

As I was saying, the Departments of Education, Culture and Employment and Municipal and Community Affairs have been working with this organization for a number of years and have been able to come up with a multi-year funding agreement this year. I would like to thank the organizations, the youth who are here, and thank you very much, Mr. Speaker.

Thank you, Mr. Chair. My next set of questions are about Highway No. 7 and the reconstruction. Honestly, I have to say that the department has done a really good job of addressing some of the concerns in that. Can the Minister advise exactly what part of the section of road they're talking about reconstruction or working on for the upcoming fiscal year? Thank you, Mr. Chair.

The next question, I guess, and I don't know where you'd find it, but it would be in regards to the ferry and the potential I talked about utilizing, changing locations, and the Minister was pretty clear in his message in the House today during question and answer period, the cost of it. Is the Minister able to provide the capital cost of the ferry to me? I assume this is the section I would be asking the question. Thank you, Mr. Chair.

Thank you, Mr. Chair. In my opening comments here I talked to the Minister about the Highway No. 1 section from N'Dulee Crossing to Wrigley and the shape it is and the areas of concern.
