Caroline Wawzonek a été élue pour la première fois à la 19e Assemblée législative en 2019, comme représentante de Yellowknife Sud. Elle a été ministre de la Justice, ministre des Finances, ministre responsable de la condition de la femme, et ministre de l’Industrie, du Tourisme et de l’Investissement. En 2023, Mme Wawzonek a été élue par acclamation à la 20e Assemblée législative et a réintégré le Conseil exécutif en tant que première ministre adjointe, ministre des Finances, ministre de l’Infrastructure et ministre responsable de la Société d’énergie des TNO.

Mme Wawzonek a obtenu un baccalauréat ès arts de l’Université de Calgary en 2000 et un diplôme en droit de la faculté de droit de l’Université de Toronto en 2005. Son parcours universitaire comprend des études de langues en Chine et à Taïwan, ainsi que des stages de droit aux Philippines et en Angleterre. Mme Wawzonek est née à Calgary (Alberta) et habite Yellowknife depuis 2007.

Une fois admise au Barreau des TNO, Mme Wawzonek a mis sur pied sa propre pratique du droit pénal et a plaidé à tous les échelons du système judiciaire des Territoires du Nord-Ouest, et s’est souvent déplacée dans les collectivités ténoises à cet effet. Elle a ensuite intégré le cabinet d’avocats Dragon Toner, élargissant sa pratique au litige général et au droit administratif jusqu’à ce qu’elle devienne députée de la 19e Assemblée.

Depuis 2007, Mme Wawzonek a assumé de nombreux rôles de leadership au sein de la communauté juridique : elle a notamment été présidente du Barreau des Territoires du Nord-Ouest et présidente de section pour la division des Territoires du Nord-Ouest de l’Association du Barreau canadien, et a participé à divers groupes de travail. Son engagement envers la collectivité l’a amenée à œuvrer dans de multiples organisations de Yellowknife et, en 2017, elle a reçu un prix national soulignant le travail de femmes canadiennes œuvrant dans le domaine du droit.

Mère de deux enfants, Caroline Wawzonek aime courir, faire de la planche à pagaie et passer du temps à l’extérieur.

Madam Speaker, I move, seconded by the honourable Member from Hay River North, that Bill 16, An Act to Amend the Income Tax Act, be read for the second time. The bill reduces the small business tax rate from 4 percent to 2 percent effective January 1, 2020. It also makes retroactive amendments to harmonize the Northwest Territories tax regime with the federal system. Those amendments do two things: ensure that split income received by a senior is factored into the determination of their Territorial Age Credit; and allow more pension credit for veterans. There is actually a Buy North campaign already that the department of ITI has been sponsoring. It's free for all businesses to participate in the program. It's being advertised around the Northwest Territories, though, given the question, it seems that perhaps the knowledge about the program needs to be looked at again. I am certainly not one to shy away from the fact that we need to react quickly to what's happening with COVID-19 and react quickly to what's happening in the business community. However, at the same time, I am also determined that we have to maintain our due diligence before making a policy change that is to a program that has been long-standing, so I am not going to take a position here on the floor today that we will significantly alter that program going forward.

I certainly want to acknowledge that I appreciate these questions in the House. It brings attention to the matter. It certainly demonstrates the urgency of the issue. There are always asks and always needs, and so many of them relate to the well-being of the people of the Northwest Territories. Just to give some context, it would be $90 million in estimate to cover only 65 percent of all of our roadways in the Northwest Territories. What the government can do and what the government is doing is assessing the feasibility of this project so that we can actually determine what the actual costs will be and then be able to make an informed choice about whether or not the government can find a way to fill a gap, if there is, in fact, a gap in the market. By doing that, we can also go out and see if there may be potential partners.
