Lucy Kuptana a été élue à la 20e Assemblée législative des Territoires du Nord-Ouest en novembre 2023 pour représenter la circonscription de Nunakput, qui comprend les collectivités de Paulatuk, de Sachs Harbour, de Tuktoyaktuk et d’Ulukhaktok.

Juste avant son élection, Mme Kuptana était directrice générale du Hameau de Tuktoyaktuk. Elle a également occupé le poste de membre du conseil d’administration de l’Administration scolaire de district de Tuktoyaktuk.

Pendant 22 ans, Mme Kuptana a été la directrice des opérations, des communications et de la culture de la Société régionale inuvialuite. À titre de bénévole, elle a été membre du conseil d’administration de la Inuvik Homeless Shelter Society, administratrice du Prix Inspiration Arctique, présidente de la Société inuvialuite des communications, membre du conseil d’administration de la Société inuvialuite de placement, membre du conseil d’administration des sociétés communautaires de Tuktoyaktuk et d’Inuvik, et membre du comité des Jeux de la jeunesse du Nord 2023 « Inuvialuit Piuyausiat » à Tuktoyaktuk.

Mme Kuptana est originaire d’Aklavik et a grandi à son camp familial établi sur les terres ancestrales du delta du Mackenzie. Elle a obtenu un certificat de niveau II et de niveau III en administration communautaire au Collège Aurora au début des années 1990 et y est retournée pour obtenir un diplôme en administration des affaires et en gestion en 2013. Mme Kuptana poursuit actuellement des études dans le cadre du Programme de gouvernance et d’administration publique des Premières Nations à l’Université du Yukon.

Malgré une carrière fructueuse s’étendant sur plusieurs décennies, Mme Kuptana attribue ses réalisations à ses parents et à sa famille élargie, à son mari, à ses deux fils et à ses deux petits-enfants. À ce sujet, elle dit devoir une grande partie de sa carrière à sa famille, aux aînés et à tous ceux qui se sont battus – et qui continuent de se battre – pour les droits des Autochtones et des Inuvialuits.

Le principe qui guide Mme Kuptana est de diriger avec respect et empathie et avec les connaissances et la volonté de travailler sans relâche pour le bien commun de ses électeurs et de tous les résidents des Territoires du Nord-Ouest.

I think this opportunity that has been driven by the local housing society is a really great opportunity that all communities should consider. And Housing NWT came forward as a partner in assisting them with the application for the funding allocation that they recently received. So this is a possibility in all ridings and all communities. It's just that the work has to be done in partnership with Housing NWT but also locally, they have to be driven by the work. So the possibility is there. Thank you, Mr. Speaker.

Thank you, Mr. Speaker. Mr. Speaker, I rise today to congratulate the 2024 high school graduates of the Nunakput riding. These young people graduating from high school are an inspiration. The work to completing a high school education in a small community is a community effort, a family's effort, the school's effort, and the student's determination. A shout out to the students in Paulatuk, Ulukhaktok, and Tuktoyaktuk as we all see you, and we're all so proud of you.

Thank you, Mr. Speaker. Housing NWT, with our results, is approximately 95 percent of all contracting opportunities go to local or NWT businesses. We follow the GNWT procurement policy, and we also follow the business incentive policy. Housing NWT has local housing organizations in 23 communities which each have their own local staff leading maintenance and repair work on housing assets. Thank you, Mr. Speaker.

Thank you, Mr. Speaker. Mr. Speaker, Housing NWT sees many opportunities with Fort Good Hope, with the K’asho Got’ine Housing Society. We're happy to report that Housing NWT has a really good working relationship with the housing societies and has had multiple contracts in place for the delivery of maintenance and repair programs for private homes in the most recent years. With the maintenance budget, the maintenance budget is for LHOs and much of that is health and safety, preventative maintenance measures that are done on each unit throughout the Northwest Territories, each public housing unit, but also paying for staff to maintain those units. So that's all encompassing in that number of $13,854,000. Thank you, Mr. Chair.

But when we look at applications for emergency repair or homeownership, we do have a number of things that clients would have to be eligible for, including our core need income threshold, so they have to be within that threshold to be applicable.
